The new Guidance on tenant management and other options was published on 1 October 2008, along with the new Right to Manage Regulations.

Tenant Empowement Grant may be available from the Housing Corporation for local authority and housing association tenants and leaseholders who are interested in pursuing any of the routes set out in the new Guidance.

Choosing an Option stage

This is the first stage in the process.  Funding may be available to help tenants’ groups to:

• explore choices open to you to take more control of your home and estate
• find out how sevices are delivered
• decide on the route you wish to follow
• serve a proposal notice on your landlord (if this is required)
• put together an action plan on how you will achieve your chosen route

Feasibility and development stage

To explore whether it is possible to increase the involvement of tenants in the management of their estate. It looks particularly at the possibility of setting up a Tenant management Organisation.

Setting up a TMO

The development work is intended to bring the group to the point where they are a fully functioning Tenant Management Organisation, fully incorporated with a competent Board ready to manage a range of services for their estate.
