Local communities can take over running the housing services provided by councils, Arms Length Management Organisations or housing associations. A community group that comes together to set up an organisation to run services on behalf of the landlord is usually called a Tenant Management Organisation or TMO for short. Residents will negotiate a managment agreement which will set out the services that the TMO will run. Another, easier option, is to negotiate a Local Management Agreement, which is a simple way of managing one service, such as caretaking. Grant funding may be available from the Tenants Services Authority to pay for a Lead Advisor to assist you to look at the various options on offer and choose what is right for you. Tenants and leaseholders wanting to take over management of their housing services will also need to demonstrate the required level of competence.
